An alternative way to position a 2D screen annotation is to convert a latitude-longitude coordinate to a screen coordinate, and use that screen coordinate to position a screen annotation. This is how LatLonToScreen2D annotations work. As the map is manipulated or the camera is moved, the screen annotation is moved around to match the latitude-longitude coordinate it was given. Unlike viewer-facing annotations, they are always the same size on the screen, and they always appear on top of everything rendered in the map.
